Paypal calling up to get new customers? Or is it some scam?

I got a certain call today, true caller (FTW!) showed me its from Andhra. The person said he is working for paypal and then started giving me all the details on how it works a\n blah blah. I am a paypal customer since 3-4 years, but yet i listened patiently
Then he asked me if i was online, so that he can help me fill the form for verification purpose. I said I am out of town and asked him to call me back on monday.

Is it really paypal who called me up today or is this some scam in the making?

No, this is surely a scam. Paypal is a reputable establishment, it won't beg people by calling them. Some douche trying to get your account info.
