Paypal : How to downgrade account?

Hello everyone, recently while using paypal, i mistakenly upgraded my account from personal to business.
As of now i don't have any sort of business, but my paypal account is limited and i cannot perform regular transactions.
Right now paypal is not allowing me either to downgrade my account or to close my account.

Please assist me to downgrade my account to personal.

I contacted them yesterday, they said i will have to provide the business related documents, else they cannot help

To close your account:
Log in to your PayPal account.
Click Profile at the top of the page.
Click Close Account in the Account Information column and follow the steps listed.

And then open a new account after few days atleast after seven days you can use the same bank details in your new paypal .

its limited then you cannot close call the paypal usa number +18882211161 via skype its toll free from there . indian customer care of paypal is useless that cant do anything as they depend upon usa customer care .
