Paypal Indian debit card help?

Hi i'm new to this paypal . I need to link my debit card in the paypal account but i can't able to add it, getting this error. I'm using Axis Bank "Visa Electron debit card".

"The bank that issued your card didn't approve this transaction. Please contact the card issuer's customer service department if you have any questions. Or you can add a different card now to continue."

Is there anything i'm doing wrong.

Have you have any idea that this bank will be accepted on paypal, caz i heard many banks are not accepted by paypal :(
 
Most of the cards don't work on PayPal. I have tried HDFC, SBI, Union, SBP, etc. So in your case Bank Manager will be of no Help. The reason is that Indian Banks do not allow payment processing without 3D Secure and that feature is not available on PayPal. I use ICICI bank debit card and it works flawlessly on on US sites.
 
With this ICICI Visa card can you able to link it with paypal without this error? Can i able to send money through paypal?

HDFC cards work with paypal. If you have not enabled international payments, enable it using netbanking.
 
I have only ICICI debit card (Silver card) and it definitely works with PayPal. I have also used it in Aliexpress to order few things (there it gets recognized as Visa Credit Card?). Not sure about any other card working with Paypal from India (so far tried SBI, Indian Bank, IOB but all failed with the same error).
 
i thought something changed in the last few months and hence such discussions.

i use CC on paypal but on few occasions i got residual money transferred to my CitiBank debit card/bank account. that means CitiBank cards also work on paypal.
 
I have been using ICICI Gold Debit Card flawlessly with Paypal i tried adding my Union / HDFC / Bank of India / Bank of Maharashtra / Axis / Central Bank cards on it none of them worked so ICICI ftw :P
 
HDFC Debit card used to work till last few months (think 2-3months). I got a mail the I need to re validate with a 3d grid enabled card. Havent bothered to change my card in years.

EDIT: Sorry, its my CC not debit card. Just checked
 
^^HDFC doesn't work since Play store transactions started in Indian rupees.

I had a little chat with Google Wallet customer rep & he said that the engineers are aware of issue of Debit card not being added. They needed to comply with RBI guidelines of implementing VBV/MSC two-factor authentication by 31st October. Clearly, they missed the deadline.
 
It seems that Axis bank debit cards have started working again. Can any member with Axis bank debit card can verify if this is true? You'll need to call CC and ask for activating International Usage on your card first.

Also anyone has any idea about how to open this zero balance savings account at ICICI? Also do they provide VISA/MasterCard debit cards with such account or the crappy RuPay ones? http://www.icicibank.com/Personal-Banking/account-deposit/basic-savings/index.page?
