I will be purchasing something from ebay.com and so need to use Paypal. Now I already have a Paypal account, but I don't have any credit card. For making a Paypal purchase, do I have to link a credit card first and then make a transaction?
I have HDFC debit card with which I can create a VCC. I had used this VCC earlier to verify my Paypal account. But for purchasing I'll have to create a new one with a new VCC number. Also, since these VCC's are only valid for 1 transaction, I don't think it will be possible for me to link it to Paypal first and then use it for purchase as well.

So in short, can I use a VCC generated on my HDFC debit card to purchase using Paypal?
 
Yes you can use a HDFC Netsafe VCC for making payments using Paypal. I used it successfully just a day or two back.

Just add the card to your account, don't do the verification. Then just proceed with the transaction. You can add the card while making the payment at eBay also, click Funding Options and there will be an option to Add New Credit Card on the top right. :)
 
^ AFAIK ICICI Debit cards doesn't work with Paypal. Indian Debit cards generally do not work with Paypal. The OP is using a Virtual Credit Card generated using his Debit Card but sadly ICICI doesn't offer such a service.
