It's most probably your cpu fan. You'll have to replace it.
To test the theory, you can leave the heatsink in place, and replace the fan with a case fan. I don't know if it'll be possible for you to remove your fan from the heatsink, but if you can't put a case fan on top of the cpu fan, and see if you can enter the bios. Then disable cpu fan monitoring, and keep an eye on the temps. If it's all working okay, it's the cpu fan that needs to be replaced. Else, it's possible that your motherboards been damaged.
But thats very unlikely.
It's strange that there are no beeps though. Which motherboard do you have?
Also, is there any dust accumulation? If so, clean it off with a fine soft haired brush.
What were you doing when the computer died? Or did it just refuse to start up?
oh..and make sure the case fan is positioned so that it's blowing air onto the processor
