As a leprosy patient who lost her digits, she can't even enroll for Aadhar and so losing her pension.

Government also provides food and aids treatment to curb atleast death. Apparently aadhar linkages have resulted in deaths in these cases. It is easier to balance budget by making ration food or med or pension handouts difficult to get. Their priorities are clear.
