Are the site with huge Trackers database.......Get updated every 10 mins and inform you abt the trackers open for signup...........

Besides that Filesharing talk is a very nice and popular forum to determine if any tracker is open for signup......... Also they inform you any upcoming tracker.....

That has good collection of data......
