And can someone enlighten me why if i cap cpu power state to 99% then max temp go like 75C while with 100% cpu cap it goes 90C.
That 1% change actually toggles Turbo boost. At 99%, your CPU sticks to its base clock, so it runs much cooler. At 100%, boost kicks in, which increases voltage and power draw — that’s why temps go up noticeably.

Go to Power saving -> processor, limit processor max to 80% for the duration of current firgirl task as per your screenshot, you are on the edge of thermal shutdown. After the task you set processor state to default. For longer term: get any cooler with two heatpipes and noctua h1 or similar.
It will first downclock/underclock and if it still keeps heating only then it will shutdown. It won't stay boosting and shutdown simultaneously. OP can get a Ant Esports ICE-C400 or something close. Honestly any aftermarket cooler under 800 INR isn't better than the stock cooler.

for cpu that temp range seems abnormal.
His processor is autoboosting as you can see PPT is at 88W in the screenshots he shared. IDK if he has PBO enabled or if that's just the default behaviour of 3600. Combine this with his CPU being at 100% load for an hour and stock cooler with whatever thermal "grease" he used seems normal to me.
I have ran 3300x at 100% load with stock cooler + crap thermal paste in the past and it has done the same thing. Ryzen 3000 series just likes to run hot under load, Same with any X3D chip or those that have all cores on 1 CCD.

First of all thank you for everyone who helped me till now.
It's running much stable than before, i think i'll have to get better cooler to get any lower than that.

Here's what i've done if anyone in future stumble upon this , Firstly cleaned and repasted the cpu so any mounting issue get fixed , then lowered the max cpu voltage from 1.35 to 1.25.
After these the cpu is idling at 53-55 , outside temp is 42C rn so ig its ok.
Let me know if i should still take it to shop (i dont prefer it).

There's also some discrepancy between ryzen master temp and hwmonitor temp of around 4-5C. after some googling, it seems like ryzen master is more accurate.

BTW reducing voltage, PPT, or anything power related can come with lower performance. You will have to benchmark your processor to see if what you are doing is just affecting thermals or lowering performance significantly a well. You want thermals to be just hitting 95C mark at most. (keep it at 92-93C max now so later on when that crap thermal paste dries a bit it will raise temp by a few degress and reach that 95C mark).
For benchmark I recommend Cinebench r20 or r23 and compare your result with what's online for the same processor. Also look at sustained and max clock speed to get an idea of how tweaking is going.
Changing min and max proessor state settings messes with the processor's internal method of boosting imo. Unlike earlier processors which you could change this settings for and be okay these Ryzen processors are made to run with the default settings.

Also do not use hwmonitor, It shows wrong info sometimes. People recommend HWiNFO64 and so do I.

For thermal paste and this is not just for OP but for everyone who reads this. There is thermal paste comparison chart on igor's lab so pretty accurate. As for the best thermal paste I will say MX6 because it's thick so not prone to pumping out (= good for both CPU and GPU) and has good thermal conductivity. At 480rs for 2g and 850rs for 4g surprisingly affordable as well considering you can get worse performing pastes at much higher price (or if u go to an unknown computer shop and get scammed lul).

Haha. But it's you who don't understand. OP just said he was able to run his processor at 100% load for an hour. It won't thermally shutdown" if it's been able to run for an hour at full load.
Either back up whatever you say with some research or don't say anything at all. No need for the passive aggressive bs. If I'm wrong I will apologise and take my L.
rn it's been a hour with 100% load, not once it got shut down but temp are 90-95. I'll see how it goes
 
I know most guys here save a few suggested cpu issues and they may very well be right but it could be a PSU issue as I experienced something similar. My PC suddenly one day started switching off during high loads and then started switching off randomly over a period of time. I got another PSU and voila, problem solved! It would help to borrow a friends PSU and check if the same issue persists. If it still does then something else is off but wouldn't hurt to eliminate this as the problem.
