That will depend on MS.
The Win 10 version that will run on the RPi 2 is not the full version of the OS. The IoT version will be installed. Until MS releases it, it is very hard to know what will/will not run.
Considering MS Visual Studio to be their most famous development application, more than likely it will be ported to run on the IoT version of Win 10. But whether all options will be available in that VS version only time will tell.

Is MS Visual Studio available for Win 8 RT?

Not yet, but it does complement python development very well, I've used it for a python based image recognition project (using a USB Webcam and rpi camera) with opencv, and the final result was pretty good.

Rpi is not as weak as it looks, I've downloaded a few torrents over 32gB in size on it too. My RPi runs stable @ 950MHz, just make sure that you have a good power supply.
