Err recommending speakers by power rating is the lamest thing to do. How much power the speaker's amplifier pumps out has got really nothing to do with how good it sounds or how loud it gets 
. There are way too many things to consider... sensitivity of the drivers, the input sensitivity of the volume control, the THD figures of the chip amp in it. Just FYI the world's most expensive amp... the WAVAC SH-833 outputs just 1 watt at 0.1% distortion .
Only way out is to listen and at the said budget, most speakers sound equally bad or good.
