Linux Removing synaptic proxy settings ?

I am running the latest version of EEEbuntu on EEE PC 1000H. I applied the proxy settings in college where it is required. I remember I gave a command to apply it. Just copy-pasted it so don't remember the exact command. However I am at home now and the synaptic and apt-get refuse to forget and let go of the proxy. I have made the changes to "apt.conf" file as suggested in many forums. I have also run "gnome-network-preferences" and removed system wide proxy. I have removed it from inside of synaptic(settings>preference>Network).

Inspite of all that, when I reload synaptic or try to download packages it just sits there in a state of paralysis for about 20 seconds and then coughs up an error message about not being able to connect to 198.162.16.20:3128( Thats my college proxy). So how can I get it to forget about this proxy server?

A solution would be much appreciated. Thanks in advance.
