^^ As per RBI mandate, banks cannot levy penalty beyond the amount present in your account, such that your account balance goes into negative. So once your account balance becomes zero, and you do not do any transactions using the account for a long time (varies from bank to bank I think, but probably 2 years), your account becomes dormant, and many features in the account are restricted. That is the most that can be done. There is no outstanding amount.
Again, it is only the credit history. Savings bank accounts are not credits from the bank. As far as the transparency thing goes, I have no idea. But if your bank charges penalties for insufficient balance and makes your balance in negative, you can ignore it, especially if you have no intention of using the account again. They have no legal case for that.They pull the full credit history.
