Getting used 3080 FE with 22 months warranty left for 52K. Is it worth it ? I am upgrading from 2070S due to ultrawide and VR requirement. Also, saw many mined cards, all say tehy are 6 months used and will provide bill accordingly. Whats the deal ?

Do you really need an upgrade? 2070 is a good card.. yes you might get a good card for less but do you need to spend money ? I am struggling now hope you dont
 
There's no way for you to know if a card has been used for mining or not. Your best bet is to shortlist a card in warranty, personally examine it, run some stress tests, and buy it if satisfied.
