@Grafreak No point arguing mate leave a negative feedback and move, The seller will then also leave a negative feedback for you.... Well in that case I think mods will emcee ur for you.
 
i dont want to argue, i just wanted to know the process is right or wrong. the deal have already been made, so I wont be getting the card. And if this is the right process then this is going to effect others someday...
 
Like the mod advised you, since you had deposited the money in advance and you are not satisfied with the seller's explaination about his backing off, you're eligible to give him a -ve feedback if you wish to citing the proper reason of doing so.

move on mate. in future you may only go for the deals where the seller is willing to collect payment after despatching of the product.
