Slow Downloads MTNL - Some of them ?

I have been facing this issue for last 3 days where downloads using IDM work at full speed but download using torrents and Internet Browser the speed is slow aroudn 40-50 KB and below is the speed when i download using IDM so download on PS3 too work well slow.I tried re-starting modem several times and at one time i got good speed on torrents but not now.What could be the problem ?
Pings have really gone high.

torrents are usually show than http ,if you are using private tracker full with seeders then you will get good speed but still not like http speed !! IDM use full BW to download the files
 
I'm on IPT and usually get speeds of 250 kbs but nowadays getting only 50-60 kbps

Its was due to snapping of some undersea cables. Now it should work fine as it working fine here . I was having the same problem myself till today , it got fixed
