ssh servers? how do I identify one?

hmm...CS students should know,it's usually a facility in labs.Multiple users can log into an ssh server to gain access to a linux terminal.If you're not in an engineering college they probably don't have one.You need to have access to the server and campus lan in your room.

also find out the tariff plan of the connection you are using. at last it should not happen that college notice some huge bills on an unexpected connection. there may be multiple connections in such premises for failover.

There's very minimal risk.It's a central government college, I doubt that they have a regular BSNL plan as such.It's some kind of leased internet line so it's probably not billed like regular connections.

Is there any way college can limit speeds per user? i dont get over 1mbps but i know the connection is capable of more.

They probably cap it at 1 mbps.I'm no hacker so I have no idea about how to change the cap in the router.
