Software to automatically obtain IP for router??

Hi guys, what's up.
I'm new here so first of all thanks for taking the time to view this post.

Ok lets get down to business.
I am using an Aztech router (DSL connection).
My ISP provides a dynamic IP each time i connect to the internet through the router.
The problem is, some of these IP ranges are REALLY BAD.
For example :
If i connect to servers with IPs 128.84.xxxx OR 64.82.xxx my connection will be really slow.
BUT if i connect to servers with 60.49.xxxx my connection would be flawless.

Sometimes I have to try for almost an hour before I get to connect to ip 60.49.xxx and it is really frustating!!

So my question is :
a) Are there ways for me to obtain the same (the good ones) IP each time I connect to the internet? --> besides not shuttin down my modem
b) Is there a software for me to automate this? A software that knows it when I don't get IP ranges 60.49.xxx then it will disconnect/reconnect until it obtains the IP.
 
No ways, that is why it called dynamic. These settings are ruled by ISP.

Though you can request you ISP to bind your MAC and assign you IP from IP stack you want.

This can surely be done by writing a script/batch. In linux it's more easy to write such script.
