When ever i start my PC the PC boots twice or thrice before actually coming to the MSI loadup screen.... I mean all the lights and fans start up and shut down ... and again start up and shutdown .... the display doesn't come until this has happened twice or thrice.Any suggestions what is wrong with my PC?

Your system is not getting enuf power to start so it cycles for some time and then starts.

Check all your psu connection on the mobo--CPU 4/8pin power/CPU fan power & 24atx cable. then gpu power6/8-pin supply. If anything loose, tighten the same. Next check your power wall outlet -3pin if its damaged or burnt & check your spike guard too.

Then check your psu cable. Try with another one.

Hope you dint OCed your pc nor you added anything power hungry stuff to it coz you usin CM Xtreme series which is a risky psu imo for such setup.

Still if everything works fine after above solutions then too get a vx450 at least. you can save your comps future.

This used to happen on my P45 Platinum with an E7400 when it was OC'ed to 4 Ghz. Basically it is triple posting. I am sure my system was getting enough power since I have a TX650. It is just OC issues. See if you can optimize it further in terms of intricate setting, DDRvref, MCHv, ICHv. Sadly I could never cure this issue on my board (when ever it was OC'ed), but it disappeared when I slipped in the Q9550.

So is it a problem with my PSU or my processor ??? Do i need to change my PSU ... it was bought in may'10 only :( and my PC once ON can be restarted without any trouble even @ 3.8Ghz .... its only when i completely shut down and then turn on my PC that it goes on the cycle.

^^

Correct. It is not a PSU/CPU issue. Just that the board is nitpicky with OC. Try the BIOS flash (be sure of what you are doing). Try with default settings (BIOS) should never double post.

guys not improvement still getting cycles ... I have done fail safe settings a bios update and without OC ...

strip dows the system, use only mobo with the mobo power connector and the cpu power connector... see if the cycle repeats, if not add ram then kdb, every time repeat abd see where the fault lies. Add HDD and CDROM at the last stage.

PROBLEM SORTED :D just ripped apart everything cleaned all and put it back together firmly :) thanks for all the help :)
