Fallout 3 was voluntarily excluded from Indian market because of the 2 headed cows. So I wouldn't be surprised if Fallout 4 is also excluded due to some silly issue.

I don't know if anything has changed of late (region locking for ex.) but I got FO3 1 week after its original release on Steam simply by asking a friend abroad to "gift" it (I paid him via PP) to me.

The same might be true of FO4 as well should the Pub decide not to release it on Steam for Ind...

Where did you buy Fallout 3? Humble store lists it, but since steam doesn't allow Indian users to buy fallout 3. I didn't dare buy it as I didn't know if I will be able to play it.
steam doesn't allow Indian users to buy fallout 3 from steam. It does not say that you cannot buy it from any other sites or cannot play it ever. Both of my copies are from gamesplanet.

I feel its slightly more safe to use credit cards than debit cards. Since if something happens and your card gets stolen / you need to dispute a transaction, with credit cards its the banks money while with debit card its your money. Get a low limit credit card and use it online.

<ConstantineMode> Still doesn't answer my question, love. </ConstantineMode>

So does this mean one can't buy any game whose price hasn't been fixed yet in inr? Or is there a workaround to buy in usd? (For instance, the witcher series, grid series, dbc14 {seriously?!} do not have any price fixed yet).

^^ If a game does not have an INR price, you won't be able to buy it with a credit card whose billing address is in India. If you change country, you have to provide a credit card number those billing address is in that country.

At least that is what I understood form the notes that they put up.

You can but not "directly" from within India.

You need to use a 3rd party (friend/relative abroad) to help with the purchase and receive the item as a "Steam gift" which you then redeem to your Steam account. You can then pay your friend/relative in US$ via PP.

Keep in mind that the game in question should not be "region locked" for "gifting" purposes (as was recently done for India) and that PP charges (at least it used to) a little extra for 3rd party direct $ payments.

I would advise you to wait though. There is a chance that the games you mentioned may get a lower Indian pricing (if they are released) for this region. If not, you can always consider the "gifting" option.

Hope that helps...
