Yup, actually, the skin files are locked in the game, Capcom hasn't yet released anyway to unlock them.But a lot of people have gone ahead and installed custom skins.

there are lots of fan - but since this is a superb game;all are busy in playing..lol..check this for SFIV exclusives - you will get all the custom skins and guides..kick in

That's one of the reasons, because for the XBOX 360 players, they can buy the official alternate skins off XBL, but that isn't available for GWL players.

if you want you can get costume packs from gowlive market place but those things cost like 12$ :S . the concept of dlc is quite meaningless when it comes to the pc platform idont know y msoft tries force pc gamers to buy anyways there is a unlocked written by some dude which allows you to use all the so called dlc costume packs you can also play online with it no problems

Errm, just bought a 1000 MS points and bought the alternate costumes from the Marketplace.Worth it IMO, I suggest you stay away from such third party skin unlockers, apparently, some players have been 'banned' for using them.
