Suggest a "lightweight " OS for netbook

I have a 4yo acer netbook with 1ghz dual core plus 2 gb ram. Gets laggy on multi tabs and on watching 720p movies, together both is even worse , cpu goes to 100% too much though ram is ok in task manager. I tried ubuntu once but it was even worse. Downgrade from win 7 to xp? Or no point as cpu just too slow ?
 
I seriously doubt it will 70MBps. usb 2.0 is limited to just 60 MBps and that also is rarely achieved by flash drives and cards

Typical fast drives claim to read at up to 30 megabytes/s (MB/s) and write at about half that speed. This is about 20 times faster than USB 1.1 "full speed" devices which are limited to a maximum speed of 12 Mbit/s (1.5 MB/s).
 
Certainly the read performance of the UHS microSD card is much more than the 20 mbps. Seriously, USB 3.0 is a requirement then it rules out all the older netbooks. Then Remix OS is not fit for my requirement.

I am wondering if Linux Mint 17.3 is doing software decoding instead of making use of the hardware while using Youtube. Is there anyway to ensure that hardware decoding is used?
 
I have installed Linux Mint 17.3 with Cinnamon. Everything seems to be good except for Youtube. Playing Youtube via Chrome or Firefox the video is very choppy. The CPU is at 100%. My configuration is: 2 GB DDR2 RAM on a AMD Neo MV-40 64 bit processor http://www.notebookcheck.net/AMD-Athlon-Neo-MV-40-Notebook-Processor.35096.0.html.

Please suggest if there is anything that can be done to improve Youtube playback?

Check if you've got hardware acceleration enabled, and reduce the quality of the youtube video to 360p.

Tried various Ubuntu on my Intel atom 2gb ram 5+ year netbook . Lags a lot . So does Win 7 32/64bit . Only xp works or any other Linux except Ubuntu .
