Your combination of over the ear fit as well as bass is hard to corner, sub 1500/- as the PL-30 is the only over the ear IEM clearly under your budget, but it is also very bass shy.

The MEelectronics M6 is the best you can get.

As for headphones, 200 Rs isn't a big margin, especially when he won't buy another set for another year or two.

Also

Philips SHP2700 are also worth considering.

MDR XD200 has been discontinued.

HD202 is your best bet and it has excellent bass.

Go for the Sennheiser HD202 if bass is the most pressing demand, overall I have not much experience on these on-the-ear cans so will not comment much.

My friend bought the HD202 and was pretty pleased with it, used to listen to music [metal, progressive rock] mostly but it also doubled up as a gaming set for CoD 4 sessions.
