CPU/Mobo Suggestions on a VFM rig @~20k

From what I have gathered from the net, IP35-P is a revamp of basic IP35-V with the same basic layout whereas the IP35-E is actually a basic version of the IP35-Pro following the same design and layout as the Pro. This is supposedly the reason why the ip35-e has been phased out. At least everywhere on the net everyone recommends the ip35-e over the ip35-p. So how cheap is it really compared to the ip35-e here in Mumbai?
 
I have heard that you need to flash the ip35-e to add support for the 45nm processors. So my doubt is how shall I flash the bios if I can't get the processor to run the Mobo. Its good enough if you have a spare processor but that is certainly not going to be the case here.
