PC Peripherals System not booting up

My friend has a PC based on Intel Mini-ITX board and atom processor with 1 GB DDR2 RAM.
While working he restarted his PC and somehow it didn't boot up. Every time he tries to boot up, it only
shows a liitle blinking line on top-left corner. tried to get into bios, didn;t happen.

I have checked both the RAM and HD, both are working fine with my PC. Guys any idea what could be the
possoble problem and solution.

Not yet, but its seems to be working fine as PSU Fan is spinning. Will check this tonight
