Finally got the phone unlocked. Okay, so here's how to go about it.
1) Activate the sim card here:
https://www.wireless.att.com/GoPhoneWeb/goPhoneLanding.do?method=activatePayGo You don't have to pay anything or give out your credit card information. Just put in the serial number of the sim card that went with the phone and the IMEI of your phone. After successful activation it will give you a number and a pin. You will need the number to talk to AT&T reps who refuse to talk to you unless you're a customer.
2) You can call AT&T International Number: +19168434685 provide your new number and ask them to unlock your phone since you're going to use it overseas. You can also try chatting with them here:

3) The Friendly customer service rep will give you a 20 digit unlock code which you can input on your phone when you put in a different sim card. If they say to submit your request online tell them you already tried that and got an error. If they say you need to be active for 60 days tell them you're out of the country now and need this ASAP or you can try again with a different rep.
