Few months back on TE (Showoff section), I saw a top of the line NAS setup based on freeNAS. So decided to build one for my self but on the lowest amount possible.
Went ahead with the following config:

Intel Atom CPU 230 1.6Ghz dual core with Motherboard -- Used from Market: Rs. 1600/-
Odyssey case with PSU: Rs. 900/-
1 GB DDR2 RAM: Rs. 600/-
500GB Seagate HDD: RMA'd from fellow TE member: Rs. 1600/-
USB Drive: Had a spare one: Rs. 0/-

Total: Rs. 4700/-
