It was a vanity shot. He saw the setup and it was perfect - simple.
For all you know, he himself made the kid sit near the scavenger.

What you don't see in the picture is that there were probably a 100 starving children all around him and he could't possibly help them all. He's a media guy...

It is often impossible to judge what is actually happening in a place just by looking at a shot, like the kid starving, mentioned in the posts above. In many cases, panning the camera a little to the left or the right of the subject photographed, would tell a completely different story.
