TE is more than a platform for sharing information. If all you want is info, there are many other passive and neutral sources on the internet for that. Quite often people come to forums like TE for advice (whether in the end they follow it not is a different matter). Any careless/thoughtless comment may be misconstrued as advice and so people should be careful what they say.

The particular case that you pointed is a perfect example. I hardly think he is asking for info. If he is old enough to drive, he must already know that driving without a license is prohibited even if he does not know the consequences in detail. So why does he start a thread? He is looking for advice and approval from people who know better than him. A comment like

If you get caught without a DL, u'll mostly get away with a fine.
can rather than as info, be easily misconstrued as advice saying that there are very minimal consequences to the action. He may or may not act on that, but there is a very good chance that he may decide to drive without license because of misconstruing your info.

I gave him the details. What else was expected?? That I tell him not to ride without a license and that if he did so it would be a huge crime the intensity of which cannot be explained in any language known to man.... All this for something that had not actually happened??

You may not always be able to stop/discourage illegal things going around you, but there is no rule saying that you shouldn't when its within your capacity. When someone is asking info/advice about something illegal, by all means give relevant info, but also your best to discourage them for their own sake and for others that may suffer because of that. There is no need to bash someone in order to discourage them.

A driving License is a license to Drive. It doesn't make you any better a driver that you already are!! If you check the statistics for Accidents, you'll see that of all the accidents caused on roads, most are caused by the people that hold valid driving licenses!!! :P

If that is what you think a driving license is, then you don't know what it really means. It does not make you a better or worse driver, but it is proof of the fact that a qualified person has tested your driving skills, understanding of traffic rules and various other things and accredited you as a responsible driver. Just because you can drive like James Bond doesn't mean you are worthy of getting a driving license. Driving license is proof that you can drive responsibly and abide by the traffic rules at all times. This is why the license is revoked when you have been found to have done something irresponsible on the road. The reason why people are not allowed to drive without a license is not because they haven't proven their driving skills, but because they have not proved their ability to drive responsibly and by ignoring that still driving without a license, they would be only proving that they have no respect for the rules.
 
Well, In that case, I would just say that you people in Mohali are really lucky to have 'qualified people' to test you before issuing Dls. Wish we has such staff all over India.

BTW, DL is not a proof that one can drive responsibly. It is only a proof that one can drive. The Motor Vehicle Act doesn't say anything that a DL is a proof that one can drive responsibly!!! :P

And if DL were a proof that the DL holder is a responsible driver, we wouldn't need the M V Act for enforcing traffic rules. Only a DL would have been sufficient!!

But that is not the case. Difference between Theory and Practical application.

When my advice is taken that it is a very minimal consequence to driving without a license, I see it to have been correctly taken. No one hangs you for driving without a DL.

More so, when I say 'mostly', I leave a gap for speculation that there can/may be additional punitive measures imposed against the offender...

But I went ahead to point out that he may land into bigger trouble if he messed up on more offences in addition to not having a DL.
