Android Touch repsonse stopped working

check with local but OLD/Reputed Repair shop and not with shops that are (on illegal land/road side/ or in grey area) also avoid shops that are mostly run by Tapori/Rowdy type guys

Checked with them they are quoting 2800 no warranty.
I just want to know that if a screen of a phone is replaced twice then is it okay for the internals? Moreover is it possible to just change the touch sensor/part rather than the whole screen?
