I think they should opt for Intel X25 solid state drives -- I have heard they provide amazing performance. And best is that they abstract the Disk I/O subsystem and access it over a agnostic API(like https). so it does not matter if underlying server has SAS,Sata or something else.
Another advantage is that, if the technology being used goes obsolete. they could simple switch over to newer ones, without even modifying their software stack. because everything can be still fetched via HTTPS based API.

please don't quote out of context. SATA as a consumer technology is not going anywhere soon. it's the enterprise side of things they are talking about which have enormous i/o ops and reliability issues.
btw anything involving govt projects have their own problems who knows UIDAI might be the ground for the next wave of scams don't infer anything from them.
