Unlocked Samsung Galaxy Nexus got locked somehow!

I friend of mine picked up the unlocked galaxy nexus from Singapore airport. He inserted his Idea sim which had international roaming activated and was able to make a call.

However now back in India, I put in a Vodafone SIM, on starting the phone, I am asked to enter the "Sim Network Unlock Code"

After calling up the airport shop they said phone is unlocked and its the local carrier which is blocking. Vodafone has no clue!

I don't mine trying the unlocking sites which are present over the internet, but how do I find out the carrier it was locked too?

Edit: There are no visible carrier marking anywhere on the phone or the box.
 
No and No. It seems the phone got locked somehow. However now since OP's friend does not know which carrier it's locked to he cannot get an unlock code. Tried / searched a lot but could not come with any possible explanation.

Any solution yet? If you tried contacting samsung what did they say?

And how much did he buy it for?
 
The phone was got for an idiotic amount! 35k! The shop said, send it to us and we will ship you a new phone. Problem is shipping the thing Singapore and back (custom) will cost a lot. So we tried those unlocking sites. Paid 29$ and the unlock code worked! So total landed price now is 37.5k! haha

PS: Is the Galaxy Nexus still worth it for 25k (new)?
 
Where can you get it for 25k?

OP: I believe the phone might be Docomo's variant of the GNexus. There are lot of reports of their supposed "unlocked" phones not working with various carriers.
