0-20k Upgrading my GFX Card and PSU

So my old monitor is almost dead, and i got myself a Korean 27"QHD. My RAdeon 5850 and COrsair HX620 are also ageing, so i am inclined to replace them

I was thinking of getting a Seasonic 520W and a mid range gfx card. But the 10xx series have moved the mar to 18-19k at the minimum. What can i get for under 15k for mostly light duty and a few games (Mostly strat. games, with some racing like project cars/asseto corsa at mid details thrown in)

Any suggestions? even for the psu?

My base is an i5 4440 + 8GB RAM (to be bumped up to 16GB in a few months)
 
^ but a 3GB 1060 is at ~18.5, and i will be able to get a ~7% off on ebay via coupon. is the 970 really worth it at that price?

I bought a QNIX2710 for $179 + $30(shipping) (15k) and now I will see how much customs are going to be applied. I bought it on Ebay(.com not .in). yOu will need to look for sellers that ship to india

Seasonic S12II 520w -5500,
Zotac GTX1060 3GB Amp -17500.
TOTAL -23,000.

IMO, 3GB memory for a card like GTX1060 will not be future proof. It might cause compromises in textures. What is your total budget for PSU and GFX card ?

I'm hoping to finish it inside 20k, the seasonic is ~5.5k that leaves about 15k for the GFX card.
 
Consider, getting a GTX 1060 from US at about 16k. Only issue would be warranty provided you have friends travelling to US often.

That would be ideal, but i only have people who go to the EU, which is of no use as the price is effectively the same (within 1k) for most cards :).
