Well, the thing is if you have frequent low voltage problems, wouldn't you rather take the minor risk of your comp getting screwed than not use it at all. I have been operating the same computer on the same Microtek UPS (with batteries replaced every other year) for a few years now on low voltages for atleast a few hours a day. Nothing has ever gone wrong with it. Ofcourse thats not to say its something I recommend, but this just illustrates that its not that big a risk either. The bigger risk is when there the voltage goes too high as that is what can fry your stuff.
 
Is it though ?

a lower voltage implies a higher current flowing through the components of the PSU, that leads to stress. Note that i'm talking specifically about the PSU, once its rectified it won't make any difference to the other DC driven components.
