Just for confirming this base is covered - you were installing the 2 sticks in the recommended slot order right?

Yes, the 2nd and forth moving from CPU to the periphery of the board, as MSI suggests always. DIMMA2 + DIMMB2

Oh that's the same problem I had. I bought 4 single sticks since 2 & 4 packs were not available. While I took care to make sure they were all the same specs, one of them was from a different batch/"Version No.". It was booting up, but was not letting the other sticks run at full speed.

Returned it and got the same version and now they're running at full speed.

TLDR: there's a reason for 2 & 4 packs to exist. Get them if you don't want to experiment

Corsair Dominator 16GB X 2 kit is dispatched, on its way to my address now. I mean, after this happening, I would not dare to experiment again and waste my time on figuring this out.

Version number for Corsair indicates IC manufacturer. https://www.reddit.com/r/overclocking/wiki/ram/ddr4/#wiki_corsair

Same timings, same clock, but different batch/version. Sub timings might have differed too, but no way to know

Couldn't find this earlier but Corsair recommends not mixing, but says if you do mix make sure the version numbers are the same.
