just my 2 cents. It might be survival tool for some middle class people specially doing job. Business men can save tax on so many bases but employees has not much options. But this is not the case for most of the people. Only 4% of Indian population pays tax officially.
 
^^ Its more like 2.8% of the population when I last read.
62% of the countries tax based revenues comes from corporate's like the Ambanis and Tata's etc. The country is literally running of the money from them and its weird how people love to diss about these companies when they are themselves not paying their taxes.

20% comes from income taxes and 18% from indirect taxes. Close to 90% of income tax revenues comes from the 20~30% bracket. A vast majority of the population in the country come under 10% bracket, but don't pay taxes. Every auto driver and taxi driver has tax liability, but they don't pay it. Even daily wage coolies often earn up to 30k or more per month, but they don't ever come inside the tax radar and so don't pay taxes at all. Technically, if the 10% bracket pays taxes properly, our tax revenues would be a hundreds of times more than what it is.

Still, that is no excuse for tax evasion for the middle class. Saving tax and evading tax are entirely different things. And no, it has nothing to do with the statistics or how a class may feel victimized. Regardless of how much they earn, people love to evade taxes and most often, I have seen people get a sense of accomplishment from doing it and especially when they go about bragging about how much they were able to evade. People only want all the rights of a citizen of the country, they don't give a damn about their duties as one.
