Well, only banks charge heavy rates for these forex card. For every transaction, for reloading etc. etc.

But there are many exchanges which provides the same card but no charges are deducted for transactions. Also they provide another add-on card for free, which can be used if the main card gets lost or something.

One of my friend recently visited to Singapore, and he took card from them.

This is not a forex card. HDFC Regalia is a normal credit card but with lower currency conversion charges. All bank debit/credit cards usually charge 3.5% of the value of the transaction as currency conversion charge whereas that fees is just 2% for this card. There won't be any fixed per transaction fees or reloading charges etc. In simpler terms, if $1=Rs 60, then you'll be charged around Rs. 61.3 with this card instead of Rs. 62.2 for normal debit/credit cards. Also normal cards (not all) carry a per transaction fees which this card doesn't.

What I notice is, I can't avoid that THB 150 - THB 180 withdrawal charge anyway (neither by forex nor by debit card). So only option is to keep Cash or for Card I need to take out money for a day or two's at once.

Yup. That's why I would suggest taking cash along with you and carrying an International Credit Card like Regalia for major purchases. Apart from street shops, most of the other shops will support taking payment via Credit Card. Also try and make them use the chip part when swiping the card instead of the magnetic strip.
