Hope you realize that in China, anybody not liked by the Govt for any reason are 'tackled' by slapping a bogus corruption or prostitution racket case and then locked up for eternity or executed. In fact a vast majority of corruption cases are of this nature.
Still, I have to say that a single person with absolute power like in a dictatorship or communist Govts is better equipped to lead a country towards a common goal for good or bad compared to a democracy where few hundred politicians do what ever they please and lead the country to utter chaos.
Corruption can never be truly tacked with a top down approach. All it does is take all the corruption from the lower rungs and bring it to the top rungs in an intensified form. Every dictatorship and communist Govt is an example of it.
