CPU/Mobo Weird MOBO Prob?

Hi My Friend Is having this weird mobo problem.Which Is wenever he is Switching it on....

1.Intel D101GGC MOBO Led On

2.Prescott proccy Fan rotates Normally

3.80GB Seagate HDD also feels Like Movin (Checked otherwise its okay)

But all this and no display and no POST Beep
the Monitor Stays Off Mode (LED blinking)

PLZ help TIA

Check Ram,slots one at at a time.

Clean the contacts of the ram with a neat eraser and then try.

Rest Cmos battery.

Check by plugging in vga of mobo instead of gfx.

Or

mobo has conked off.
