The fps is a matter of personal preference.
Some can play the entire game at <30fps coz either they are used to it or can't afford the hardware to play at a greater fps.
While some can't play at below 60fps which is the standard for smooth gameplay in fps games.
There are always exceptions like Crysis which was very much playable at 30fps.
NFS and all need as much high framerate as possible to see the real speed of racing games.
