This issue is no longer a problem with A64 chips. They'll simply throttle themselves. As a matter of fact both me and bottle have successfully run the A64 passively without a fan and it ran absolutely fine! (I was using an XP90, he was using an XP120) So even if the fan fails, there is no chance of CPU damage.
