What to look for in a good monitor

I am planning to buy a 22 or 24-inch monitor for office use. To ease the strain on the eyes due to a small screen.

Budget 15k max

Currently, I look for

1. IPS Panel

2. LED Backlit

3. HDMI input

I am not a gamer, so not much worried about the refresh rate.

I thought of buying Dell but it looks pretty pricey. It would be nice to know what you think. I just need a monitor which I can stare at for around 10 hours per day, mostly using Firefox, Chrome and Google Docs. What are my options? Thanks.
 
Text clarity/rendering. In this aspect the Dells reign supreme over others, at least from my experience. As you won't be doing colour critical work no need to look for the quality of the IPS panel as long as its IPS.
 
Thanks. I do use Blender, GIMP and Inkscape extensively. But that is hobby work. I also wish to watch movies rarely. Forgot to mention. But my primary use will be Google Docs and browsing.
