What's the best plan if you don't need data, just whatsapp on home wifi? Open to any company.

I mean yeah, this is strictly for for validity, nothing else which comes out to rs 67/month, not a bad deal for me, I just channel my inner cheap ass and give a missed call to others when I do need to use it once in a blue moon :D

Would have been better if they gave flat data instead of per day. Cause it works for me but randomly do need data outside sometimes.
 
Here in Lucknow I can't even make payment using BSNL 4G forget browsing or videos. I even get delayed OTP's sometime so use it only to keep your number active and occasional OTP's
is it BSNL throttling speed or it's Tata/Tejas Network home made gears/machines that failed to cover area?

I am in main city so there is no way they don't cover that area though a very big telephone exchange have been shut down which is right behind my house. Back in the day I used to get good speed on my BSNL EVDO device.
Anyways its not the case of connectivity as I get full signals on my phone though few people have complained that they didn't managed to call me where as I was sitting right in front of them. The calls on my jio number is normal

Same here in West Bengal/Calcutta area. An OTP was generated to submit mum's life certificate on a certain date. The OTP came the next day. Moved back to jio in matter of days.
Bsnl needs to pay their users for using their services. I mean I don't care about 2G data speed but the absolute basic stuffs must work.

Sad state of affairs.
However, have anyone tried setting connectivity to BSNL as 2G only from their mobile settings, will that make a difference ?
