Which Digital Camera to buy under 10k?

Hey,

I am looking for a digital camera in the under 10k range. I'd like to learn photography and do a little bit of experimenting so I want the best quality camera in my budget with little bit of manual operation like shutter speed control and manual focus. The camera would be used by anyone in my family if needed so i dont want a very complicated camera. Please help.
I have the following cameras in mind:
  • Canon SX150
  • Panasonic Lumix DMC-LZ20

If you can just push your budget a wee bit then this is what I would recommend
