you can try Jodohost.com they are pretty decent. they have an open support forum in which you can check the quality of service and support they provide. only that they are a bit expensive than the "cheap hosting" companies....but you asked for best

If want huge resource go with hostgator.com, they allowed up to 25% resources to use by account holder with most other company I find from 8% to 15% only.
