smaller states CAN be better administered (if the bifurcation is based on a well-drawn analysis of prior thought-of standards and criteria, and NOT with the focus solely on reaping political and bureaucratic benefits), but that is not what is exactly happening uniformly (Jharkhand is a prime example of that). the present national picture tells that division might no more be said to be a rule/yardstick for development; de-centralisation of power, empowering local (self)govt. bodies, and educated & effective use of technology can help a lot to that end.
