Why is Delhi Telecom Network so poor( BSNL particularly) ?

Last week I was traveling across Delhi.
Had some stuff from jiomart delivery back home.
The delivery person asked for OTP. I checked my BSNL phone..no signal at all.
I told him I will give him once I come across area which has network but he didn't agree, which is understandable from his pov.

But later across Delhi , I noticed BSNL had no network at all.
Even other like JIO was quite bad at some places.
Jama Masjid area I went to have have some delicacy there...almost every network went for a toss.
Even foreigners there , I overheard, were complaining about not getting network.
When someone pointed out ki network issue is normal here.

The capital of the country has such poor reception and worst no network only for bsnl.
Came as a big shock to me.

Thought will ask here incase I maybe wrong about it.

Eh, I thought BSNL worked only in remote areas. It is a no no for metros.
Maybe I wasn't that clear so ..

That's the case all over India for BSNL. The situation is just hopeless lol.

BSNL doesn't exist as a service provider in Delhi and Mumbai. Likewise MTNL only exists in Delhi and Mumbai.
It's upto the telecom provider to make ties with other networks to provide services on roaming. So looks like it's BSNL's fault for not doing so.

They will & continuously fight for Old Pension Scheme but never bothered to provide good service when they are/was in Service.
