Could it have happened just with normal windows OTA updates

We have many users who are currently unable to use the search box in taskbar in Windows after a recent update. It turned out that Ms screwed the Language and keyboard panel through and have to use some temporary hack to allow it.
If this, then why not bigger issues.

I think what happened here is the guy interrupted an update. He's lucky not to have bricked the laptop if that was the case.

Updates have to be allowed to complete @nRiTeCh unless you want to fix this again

Not with me over the last five years now.

That's the thing with software issues, you can never know unless you somehow replicate it or do remember exactly what you did before the issue happened.
