I don't think so, may be oem like puns said or some stolen keys like microsoft office keys which sells for 2-3$ at ebay claiming lifetime validity.

No , they jumping usernames but i always buy from UK sellers as i never got any key blacklisted bought from them
After a while it became a habit to buy from UK sellers . Have bought more than 10 keys . Changed all devices , relatives and friends keys . Nothing bought since last 1 year though
