PC Peripherals Zero latency soundcards?

hi guys,
My friend is a professional musician.He wanted to buy a zero latency sound card for his pc.He says that creative sound cards are plagued with latencies.
Now he found out some sound card called m-audio delta 1010LT at V.T(mumbai) for 15000/-.
His budget is max 12k.
Can anyone suggest a sound card with zero latency?
Also where to get such cards In mumbai?

Is his purpose multiple inputs/outputs ? Delta 1010LT has 10 inputs + 10 outputs. Please ask him specific requirements.

He says even 6 input/outputs will do.
Just wants to know a decent zero latency card within 12k max budget and where in mumbai wil it be available.
Checked out itdepot.
They have Creative Professional E-MU® 0404 for abt 6.5k.
Can anybody comment abt its performance?

If he wants 6 ip/ops then the EMU 0404 wont be suitable, go for the Delta 1010LT in that case, since his budget is limited to 12k, he wont be able to afford the highest end EMU card with multiple inputs/outputs in that case.
