Lastly i have played paladins and i know OW is very polished game but i think that it was casual because of its ridiculous hit boxes and not much scope for skill.
So is it just casual or in any way challenging/requires skill ?

Well I am able to open it without any VPN, so were all the people who bought from here. It is the official Blizzard Taiwan store, not sure why you cannot open it. As for the game itself, I don't play it, but there are others who can advise you on it.
